First you need to install a program that can open the options.dso file. One of the following Hex editors is suitable for this: Hex Editor Neo, WinHex or HxD Hex Editor. For the guide, we chose HxD Hex Editor, which can be downloaded for free from the official website. To find the download button for the program, scroll down the web page and click on the following link:
Extract the contents of the downloaded archive to any convenient folder. Then run the extracted file. The installation process is elementary, click next everywhere. At the end, you can leave the "open installation folder" checkbox, where you will find exe-files to run HxD Hex Editor. With the program open, click on the "File" section and then use the "Open" function:
Next, you need to find the options.dso file, the path to it:
[Drive] \ Users \ [Username] \ Documents \ Dyson Sphere Program.
With the file open, click on the following cell (3c):

The number 60 in our example is the FPS value that is set in the game. Change this number to whatever FPS we need. For example, if we want 30 FPS in the game, then delete the number "60" and write "30". Then click on any empty space and you will notice how all the other fields under Int8 also change the value. Then just save the edits:
To change the FPS value to any other, just follow the same procedures and enter a different numeric value in the Int8 field.
