 Miyako Kaburagi is a new Persona 5 Strikers character. In the game, he is a Public Security Police officer, and is the boss of Zenkichi Hasegawa.

Kaburagi is Zenkichi Hasegawa's boss and serves as an officer in the Public Security Police.
He believes that the Phantom Thieves are suspicious of the changes of heart and orders Zenkichi to investigate with them. However, in case they are found guilty, Zenkichi will have to arrest them.
However, Jun Owada has learned that the Phantom Thieves are suspected and orders their arrest, bribing Kaburagi, making her the general secretary if successful.
He reluctantly goes and orders a police squad to ambush the Thieves at the Kyoto hotel they were staying in. Zenkichi alerts the Phantom Thieves, giving them a chance to escape. Zenkichi is then arrested in their place for interfering with an arrest and interrogated, later able to get out thanks to Sae Niijima .
The real orchestrator of this incident, Akira Konoe , then goes on to modify the newly built Kyoto prison as a trap to catch the Phantom Thieves. Kaburagi then changes his mind and decides to have Konoe and Owada arrested.
After Konoe is defeated, she and Zenkichi personally arrest him, followed by Owada during the epilogue.
