You need to start looking for hoverboards in the St. Paul Island region. It is best that this zone is transferred to one of two factions - the survivors or the peacekeepers. Go to the Temple of the Holy Apostle Thomas.

Having reached the temple, find the entrance inside, climb up the wooden beams and enter the building. Here you will also see a rise above, but now it is useless. In the main hall, kill all the zombies and climb onto the scaffolding at the altar.

Use the chandeliers and ropes to get to the back of the hall. You can pick up a note on the piano. Move the wooden sheet and look around the room.

You will see a device with which you need to power the radio station in the chapel. Take the cable and follow up along the beams and ledges. Activate the second transmitter with the cable and climb even higher. Here you will find the radio station.

Interact with her and listen to the two strangers. They will talk about some modified devices. When the session ends, the first hoverboard will appear on the left side of the window. Take it and use the Survivor's Sense to get to the second plank.

The next hoverboard is in a nearby town. Go down to the army cargo and follow all the way to the west until you get to the crossroads.

Now run to the bridge in the Muddy Grounds region and find the third plank here.

Keep following this street straight until you come across an evacuation convoy. On the corner of the building, you will find the fourth plank.
