The best build for Billy is anything that increases physical damage, basic attacks, and penetration. You will therefore focus on a two-piece set of Doom Grindcore to increase your penetration of physical damage, and then increase your damage thanks to the Starlight Engine Replica, the Rever Mark I, and the Starlight Engine. You can fill your Disc drives with a Noisy Pop and an Assassin's Ballad.
