With the new Pokémon Scarlet and Violet DLC, The Indigo Disc, more of Hisui's Pokémon have been added to the main series than ever before. One of these is Overqwil, which was previously exclusive to Pokémon Legends: Arceus.

THE INDIGO DISC: WHERE TO FIND HISUI'S QWILFISH
If you want Overqwil, you will first have to catch a Hisui Qwilfish. These can only be captured in the Bioterarium of the Blueberry Institute, inside the Glacier Sector. There is no specific location for the spawn, they can be found practically anywhere there is water.
Although Qwilfish can be caught in other locations in Scarlet and Violet, it is necessary to have a Hisui Qwilfish recognizable by its dark purple coloration.
HOW TO EVOLVE HISUI'S QWILFISH INTO OVERQWIL
The process is actually simpler than that of Legends: Arceus. Insert your Hisui Qwilfish into your party, then go to the summary screen. There, go to the move selection and choose to remember the moves: Hisui's Qwilfish learns Splash at level 28, so you will need to be at least at this level.
Once you learn Hisui's Qwilfish Sphere Attack, all that remains is to level it up. To do this, you can use experience candies or battle against other Pokémon. Remember that automatic battles do not allow your Pokémon to evolve, so make sure to finish its experience in a standard battle.
