How to get the parasail
The reality is that it is enough to advance in the story until you reach a certain point. Once you are in Hyrule, advance to the main quest The Events at Hyrule Castle.
As you advance in the mission, Prunia will send you to activate the region's watchtower, as soon as you do so you will have the parasail available. You will not lose it at any time, nor will it be improved, nor do you need to do anything other than use it from now on.
